Programs offered by institutions accredited by the Accreditation Council for Business Schools and Programs (ACBSP)—a recognized business program accreditor—may be eligible for Title IV federal student aid through approval by the U.S. Department of Education. Under the long-standing articulation alliance between ACBSP and the Global Academy of Finance and Management (GAFM), graduates of ACBSP-accredited bachelor’s or graduate business programs (typically with a 3.0 GPA and relevant coursework) are recognized as meeting the academic eligibility requirements for various GAFM certifications and may apply for such designations upon completion of their degree.

1. Evaluator Qualifications

Evaluators must:

  • Be licensed professionals (e.g., attorney, academic dean, or faculty expert), or

  • Work under an accredited educational institution or recognized credential evaluation agency, or

  • Hold a degree in education, international education, or a related field and have demonstrable expertise in foreign credential analysis.

2. Verification of Institutional Legitimacy

The awarding institution must:

  • Be legally recognized and authorized by the Ministry of Education or national accrediting body in the country of origin.

  • Be listed in official directories or international accreditation databases (e.g., UNESCO, CHEA, ENIC-NARIC, or equivalent).

3. Educational Level Determination

Programs must be analyzed based on:

  • Entry requirements

  • Duration (total years of study)

  • Learning outcomes and competencies

  • Curriculum content

  • Mode of instruction and delivery (online, hybrid, in-person)

Evaluator will determine if the foreign qualification is comparable to a U.S. associate, bachelor’s, master’s, or doctorate degree.

4. Grading and Credit System Analysis

Evaluators must consider:

  • Native country’s grading scale and academic credit system

  • Total credit hours or contact hours completed

  • GPA equivalence (if applicable)

  • Course-by-course comparison (if needed for board certification or licensing)

5. Translation Requirements

  • All documents must be translated into English.

  • Translations must be performed by certified or sworn translators, or through academic institutions or embassies.

6. Authentication of Documents

Evaluators must review:

  • Official sealed transcripts or verified digital records

  • Degree certificates or diplomas

  • Institutional seals, stamps, and registrar verification

  • Use of Apostille or embassy-certified documents (for high-level certifications)

7. U.S. Equivalency Statements

Evaluation reports must clearly state:

  • The degree title and major field of study

  • The U.S. equivalency level (e.g., “equivalent to a U.S. Master of Business Administration”)

  • The issuing institution

  • An evaluator’s rationale and referencing of academic frameworks or recognition guides (e.g., AACRAO, UNESCO, ENIC/NARIC)

8. Professional Recognition and Application

Equivalency is accepted or granted for:

  • Board Certification (e.g., CWM®, MPM®, CIPM®, etc.)  GAFM and AAPM and IBS Certifications come with USA Equivalency and Arab Academy recognition and recognition in Shanghai governmental directory.

  • Professional Licensing and Registration

  • Academic Admission to Executive or Graduate Education Programs

  • Government and international employment applications

  • Immigration or international credentialing review (where permissible)

9. Retention of Records

  • All evaluation reports and supporting documents must be archived securely for a minimum of five (5) years, and made available upon request for audit or verification.

10. Appeal and Review Process

Candidates may request a review of their evaluation with new documents, corrections, or additional support. A second evaluator will conduct the review to ensure fairness and objectivity.

This week, Commissioner George Mentz was  honored & named part of the leadership of the Phi Delta Phi (ΦΔΦ) International Legal Society which is the oldest international honor society established in 1869. Mentz is a member of the legal structure committee. Many of the organization's members are international lawyers, judges, diplomats and government servants from around the world. Phi Delta Phi requires academic excellence and high standards for membership and initiation.

Recently, the Hon. George Mentz was also recognized by the commonwealth government with the highest civilian award for his service and efforts to educate aspiring students worldwide. The Governor conferred the “Honorable Status” and title of Kentucky Colonel to Commissioner Mentz.

Mentz has also served the White House as a High Federal Commissioner for Presidential Scholars for the Dept of Education which has a budget of over $268 Billion per year.

Mentz is the titular Seigneur of the Fief Blondel which is one of the worlds oldest noble fiefs still recognized by law.
